My sugar level is 5.5 after 18 hours of fasting. Is it normal?
Yes, it is not diabetes however, you fall under prediabtes. Take nesscary measures to reverse prediabtes.

An ideal blood sugar level for a healthy person, regardless of age, in the morning should be less than 100 mg/dL. A normal blood glucose level range for adults without diabetes who haven't eaten for at least eight hours (fasting) could be anywhere between 80-100 mg/dL
Higher fasting blood glucose level than postprandial level can be seen in variety of conditions in both normal population and diabetics
