Why do white hair come?

As we get older, the pigment (melanin) in our hair die and with loss of that hair turns transparent ie white

I've been having this really uncomfortable burning sensation and some itching rashes around my inner thighs and groin area. It actually feels like the skin there has gotten thinner and it's kind of sticking together. What could be causing this and what should I do about it?
