Hello, it is good you stopped smoking please keep it up. hanging testes!!!? Normally testes hangs below the lower abdomen just behind and back side of penis in scrotum. What is you feeling about abnormal, is there any pain? Is there any swelling? Or any dragging sensation, if you have any of above complaints visit general surgeon.
